Is anyone surprised that the new Question Corner feature has proven to be worthless? Did we actually believe our Command Staff would be willing to receive suggestions or criticism? Each answer is an automatic “NO”, with a ChatGPT generated explanation that nothing will change.

I expected nothing less. In fact, I’m surprised they even did that much by even creating Q corner. I figured daily roll calls were their punishment. I mean “solution” for deputies complaining about leadership not listening.

Their listening problem exists because they don’t care. They have “bigger” things to do. They don’t give you what you are asking for to do your job. They give you what their collective egotistical narcissistic minds believes you need.

Q corner was born out of the HCSO’s toxic problem solving formula.

Delegate
Optics
Blow money or make money
Promote
Punish

They don’t solve problems. They delegate the problem to someone else then they come up with what looks like a solution. They only take action if a problem is going to cost the agency money like a lawsuit, ruin optics, or somehow make the agency money, like a grant. While they’re at it, they use their “problem solving” as schemes to blow money, make money, and promote buddies. You can apply this to everything they do. It’s a pattern. It’s hard to see when you are new, but when you break through academy programing and years of toxicity, you see it. If you don’t quit first. Which is what they want so nobody stays around long enough to see it. No institutional memory. Which is for another topic.

Q-corner was created in response to employees complaining that HCSO leaders do not listen. The real problem is people don’t speak out of fear. Front line workers have been complaining that information does not make it’s way up to the command or executive brass. Mainly due to fear of retaliation or loss of that promotion (Punishment by blacklisting). Better yet, the fact that there even is retaliation in the first place is a problem.

In this case, ISD was tasked to created the portal (Delegate). The portal itself (Optics). They assigned a lesser ranking someone to read the posts (Delegate) and respond (Optics). No real solution. They do this on meany realms. I bet they created a position (Promotion) for this portal reviewer and someone got promoted for coming up with the idea and they got a raise (Money). You post something they don’t like, you get retaliated against (Punishment), so nobody posts. Or worse, they post fluff BS.

That is their problem solving MO.

Example: Hillsborough’s mental health, homeless, and addiction crisis.

Create a committee (Delegate). Build an office with a lot of desks and computers (Blow money). Create BRU and pull deputies off the street and hires clinicians (Optics). Promote an entire chain of command (Promotions) to run the unit. They probably got some grant money for this (Money). In the end… Less deputies on the street still handling all the crazy, addicted, and homeless calls with the only one real authorized solution, the Baker Act. No change there. No real actual services for deputies to use to deal with these people. Just delegated, money blown and money made, optics, and promotions. More buildings, more brass, more BS. No change other than that other than being more short handed where the real work is being done. Bonus, one HCSO clinician is part owner of the Green Bay Packers. I wonder what his workload looks like compared to a patrol deputy or homicide detective? I wonder if he is connected to the elites and DeBartolos.

Example:
Patrol was critically short handed ten years ago with 4 districts. Executive brass created a committee of mid level commanders (Delegate). They created district 5 (Optics). They bought the D5 building for millions of dollars (Blow money). I’m sure they went to the county asking for the budget for a fifth district (Made money). They filled D5 with a full set of command and supervisors (Promote) which made patrol even more short handed. To compensate they got rid of the mid shift. The solution: less deputies on patrol with no mid shift relief. Problem still not solved. Lots of raises, promotions, a new building, and fatter budget. No solution. Just what benefits the elite.

Examples:
The citizens complained they never see patrol deputies patrolling. Patrol deputies complain they are short handed and buried in paper calls and can’t be proactive. Their solution was turning on cruise lights. I’m sure someone got promoted for that decision. It saved money by not having to add deputies to patrol somehow like getting rid of BS units. We all know who came up with cruise lights and was in the process of being fast tracked for being an idea fairy.

Deputies complained the comment didn’t listen. The solution was roll call every day. (Punishment).

Example:
An obvious one. The county population has exploded by 100K a few years ago. Hillsborough is somewhere between 2nd to 4th in population in the state depending on your research. Their solution. Add an undersheriff, two chiefs, more departments, more divisions, more brass, and an even higher budget pushing 3/4 of a billion dollars. Optics, promotions, money. Yet, the HCSO is bottom ten out of 67 counties in officer to citizen ratio. Not to mention all the added responsibilities they have added over the past ten years. How does that make sense?

Back to not listening. They don’t allow employees to speak up. You all know their retaliation games. The threats. The petty write ups for doing the very thing everyone else does. Years of great yearly evaluations, then all of a sudden, a bad one. Conveniently after you spoke up about issues like low staffing and their harassing stat chasing. Your own patrol colonel is the subject of a lawsuit for retaliatory behavior on a subordinate. Supervisors have testified in that case about being made to push that subordinate out by writing them up for everything they can find and bad evals. An old school trick. Don’t fall for it. Let them fire you then sue for constructive dismissal.

Q corner is the exact solution I would expect from HCSO leaders. A loaded solution that most won’t use in fear of retaliation. There “solutions” will always be to benefit the elites. Elites delegate a problem and make is looks as it’s been solved. Delegate and optics. Money and promotions. Instead of really listening. But that would mean accountability and allowing the buck to stop with them.

The cheating scam was another example, except it blew up in their face due to an external 3rd party whistleblower. Hard to rug sweep even though that’s exactly what ended up happening. The real criminals are still working there. Have someone else to their testing (delegate). The brass gets their fancy certifications (Optics). They appear qualified as leaders (Optics). They move up in the ranks and get raises (Money / Promotions). Others have to fill the ranks after they move up to include more raises (Money / Promotions). No true solutions unless it has something to do with not getting sued (money). Other than more people pulled off the street. Speak up about all this and face retaliation.

They do not take on anything directly. They push problems on to other lesser ranking workers and they come up with a solution that looks as if it solved the problem. Lesser ranking workers that want to move up the rat race comply to this and enable them. Those that want to be part of the elite and play the rat race game are just as much at fault.

The Q corner “solution” is just a tiny part of a massive leadership failure.

Their last priority are the deputies and detectives right there in the front lines. The ones that work directly with the public. The ones that deal directly with the citizens. They not listened to. The divide is not between the police and the citizens. It’s between the police plus the citizens divided agains the elite. The biggest scam hidden in plain sight. You are no one unless you promote to our level. Regardless of the good you do on that road with the public. It’s pure bureaucratic political insanity.

No outer carry vests because it’s too expensive but a brand new 50 million dollar SOC headquarters is ok? A 7 million dollar hanger?
No extra deputies on our squads but fully armored Tahoe's for 3/4 million dollars for certain elites is ok? Citizens and real front line deputies and detectives are their last priority.

No true solution. No care. No listening. No speaking up. Don’t get in their way. Shut up and work till you burn out and quit. Or worse.

The HCSO way

Those results are long gone. They never mattered. At first, for a split second, I thought they actually cared. Then I thought it may have been a CALEA requirement to ensure there was good morale. In the end, it was all just to be able to check a box in the CALEA accreditation. It cost them some money to get, but now they can apply for all those grant dollars.

It’s a "Check-the-Box" Requirement

CALEA standards (specifically those in the 15.0 Planning and Research and 22.0 Personnel chapters) require agencies to conduct regular assessments of their own internal processes. Many agencies use employee surveys to prove they are:

  • Involving employees in the planning process (Standard 15.2.2).
  • Evaluating the effectiveness of their own policies.
  • Identifying "organizational issues" before they become liabilities.

All they needed to do was have the survey. Typical bureaucratic crap that does not belong in LEO work. I’m sure Q-corner lets them keep that box checked. And we thought they actually cared. Has Q corner or the surveys brought a bout any change?

I heard all the survey results were printed out on toilet paper at $1000 a roll and that’s what they use in the SOC bathrooms. Bonus, if you are the major that made your deputies lives miserable for a year by forcing stats on critically short handed squads or face a write up, you get the extra soft rolls.

Surely all those meeting the Chief held will bring about change, right?

These questions and comments are being handled by one person. The answers are all AI or corporate nonesense. They have only changed a few small easy issues that they could delegate to a small level manager. Major issues and major requests are not making it to the real top level decision makers. In typical HCSO tyrant manner, the executive staff do not want to hear it, mid level command knows this and are scared they will lose that big promotion, so they buffer the info and it never makes it to the top 4 leaders.

I know this because, literally everyone I work with and around, have said they do not like daily roll calls and they are unessesary. In fact, they make our shifts start off worse. Many have posted those opinions on Q-Corner. Yet, because of one moron internet article published by one reporter who was being fed BS fluff by upper commanders of an unknown agency God knows where, our command staff threw away a solid direct deployment theory, because they believe this is “leadership and caring”? Where are these fucking people’s heads?

Keep in mind that those big metropolitan agencies have quadruple the cops and have various overlapping shifts. Maybe those agencies can get away with daily roll calls because they know how to properly staff their squads. Maybe those agencies are not a joke like the HCSO is.

They keep reinventing the wheel, patting themselves on the back for it, promoting each other for it, and accomplishing nothing but going back and forth. No listening what so ever! They swear by one model, we live and die by the model, they get rid of it like it never existed.

Stop reinventing the wheel! The direct deployment model superseded daily roll calls over 20 years ago because we now have cellphones, email, computers, and so on… There is no need for daily roll calls!

They went to the direct deployment model to get deputies to their zones quickly and relieve outgoing shifts. This tied into the “take home cars” theory. It worked hand in hand. No need to report to your precinct to check out a car. The take home car model home model assigned cars to deputies so they did not have to deploy from one central location and would be scattered throughout the county for better visibility, fuel savings, quicker response, and quicker relief. We are going backwards. How do they not see this?

I say this with absolute confidence. Our leaders (The top 4) do not care and they do this on purpose intentionally to destroy morale. Or maybe, they are a bunch of fucking morons. It’s one or the other.

Maybe pull your corporate heads out of your asses and at least listen to your cops on the ground. Instead of your mid level command who lie to you and tell you that everything is going well on the street because the don’t want to be blacklisted or miss out on that precious promotion.

We need a UNION now!

All those questions submitted in question corner, all the survey results, (which we still haven’t seen btw), all those meetings the supervisors had, and the best they could come up with is everyday roll call and mandatory line inspections. Everything else that would actually make things better has been an AI response saying NO! They don’t care about your physical or mental health. Family first? Only if they like you,oh it’s too cold and you want a better jacket? Wear your class A’s, oh there’s too much weight on your belt and your hips and back hurt? Suck it up butter cup. Just take your stipend and shut up

Nobody is doing anything illegal here other than free speech regarding bettering the conditions for deputies and detectives to serve the public. Plus exposing all the clear and obvious corruption.

I thought Chip said in an interview that these LEOaffairs servers were located in the UK and they did not save IP addresses.

You are close. The servers are hosted in Sweden. The IP addresses are not being saved.

I’m personally loyal to LEOaffairs. They have fought for us and put their butts on the line for decades.
We appreciate your loyalty Hugo! As you may remember, I started LEO Affairs with Sgt. Jim Preston after enduring a 19 month IA investigation that included a 7 month criminal investigation. I didn't want other cops to have to go through what I went through. A lot of agency heads do NOT like the existence of this site and I received a lot of pushback from other Chiefs and Sheriffs even while still active at TPD. In fact, it was an anonymous John & Jane Doe lawsuit that your agency (HCSO) filed involving LEO Affairs that got us into our biggest (and most famous) legal battle...all the way up to the 2nd DCA (the Sabrina Aisenberg missing baby investigation and post by SheDevil). Even now there are forces at work against us...I'll talk more publicly about it when appropriate. I intentionally attached my name to this relaunch, after much thought, because I know people like you know how hard Jim and I fought to protect you guys in the past and the trust factor with my name being attached for the future. Jim is very much aware of the relaunch and excited about it, even though he's not directly involved with it. Thanks for your support!

Why does that, so called, Russian guy keep posting here and pushing his forum? I’m not going to say his name or mention his forum because I don’t want to advertise for him. What does he want with you guys? He seems like a BOT or someone in the HCSO trying to get us to stop posting.

I don’t want him to spread any doubt. Are we still good to post on this forum?

That's a good question and good observation on your part Hugo. If you Google his name, your questions will all be answered. As far as doubt, I have attached my name to this site so that there is none. The former LEOAFFAIRS.COM was safe while under mine and Jim's watch and the new LEOAFFAIRS.CH is actually even safer. As you know, this is not my first rodeo and I came up with the idea of off-shore hosting (in a country...currently Sweden... that does not share info with the U.S.) a few years ago just in case I ever got LEOAFFAIRS back. I have not gone public on all the security advantages that are in place, but it's pretty foolproof. If you want extra comfort, you can always use the Tor browser and a VPN. Cheers, Chip

Volf, nobody is here talking about doing anything illegal. Topics here are not much different than what would be brought up in a union meeting. Nobody is getting “killed” over it or whatever you are talking about on your blog. Just let this site be. This is not some worldwide conspiracy. Just some cops that want accountability, better pay, and more staff. Nothing malicious. Free speech.
