Welcome to LEO Affairs, LLC. These Terms and Rules (a.k.a. Terms of Use) govern your access to and use of this website, forums, message boards, services, content, and related features. By accessing, browsing, registering for, posting on, or otherwise using this site, you agree to comply with these Terms and Rules. If you do not agree, do not use this site.

LEO Affairs, LLC is a discussion forum intended for commentary, opinion, news, information, debate, and discussion involving law enforcement, public safety, government, public affairs, workplace issues, and related matters. The site permits both registered-user participation and anonymous or guest participation, subject to these Terms and Rules.

Acceptance of Terms

By using this site, you represent that you have read, understood, and agree to these Terms and Rules, the Privacy Policy, and any other policies or notices posted on this site. Use of this site constitutes acceptance of these Terms and Rules.

We may modify, update, or replace these Terms and Rules at any time. Continued use of this site after changes are posted constitutes acceptance of the updated Terms and Rules. You may be asked to review and re-accept these Terms and Rules in the future.

Age Requirement

This site is intended only for users who are at least 18 years old. If you are younger than 18, do not register for or use this site. By registering for or using this site, you represent that you are at least 18 years old.

User-Generated Content

This site contains content submitted by users, guests, registered members, and other third parties. User-generated content may include posts, comments, threads, messages, links, images, documents, files, videos, embedded content, profile information, and other materials submitted to or made available through the site.

Content submitted by users expresses the views of the person who submitted it and does not necessarily reflect the views, opinions, policies, or positions of LEO Affairs, LLC, its owners, operators, administrators, moderators, agents, representatives, affiliates, advertisers, sponsors, or service providers.

You are solely responsible for any content you submit, post, upload, transmit, link to, or otherwise make available through this site. You represent and warrant that you have the right to submit the content and that your content does not violate these Terms and Rules, the rights of any person or entity, or any applicable law.

Section 230 and Third-Party Content

This site reserves all rights, defenses, and protections available under applicable law, including Section 230 of the Communications Decency Act, 47 U.S.C. § 230.

Under applicable federal law, providers of interactive computer services are generally not treated as the publisher or speaker of information provided by another information content provider and may be entitled to limitations on civil liability arising from third-party content.

Users are responsible for the content they create, submit, or post. Anonymous and Registered Posting

Registered users may receive additional features, privileges, credibility consideration, or moderation discretion based on account history, posting history, reputation, or other factors determined by staff. Anonymous or guest posts may be subject to closer review, stricter moderation, delayed approval, removal, or reduced tolerance for unsupported allegations, repetitive posting, abuse, or rule violations.

All users, whether anonymous guests or registered members, remain subject to these Terms and Rules.

Forum Rules and Community Standards

This site is intended for lawful discussion, commentary, criticism, debate, opinion, and information sharing. You agree that you will not use this site to submit, post, upload, link to, request, encourage, or distribute content that:

• Violates any applicable law, regulation, court order, or legal duty;
• Is knowingly false, fraudulent, deceptive, or materially misleading;
• Is defamatory, libelous, or falsely accuses a private person of criminal, unethical, immoral, or professionally damaging conduct without a reasonable factual basis;
• Threatens, harasses, stalks, intimidates, or encourages violence against any person;
• Contains unlawful threats, extortion, blackmail, or intimidation;
• Contains unlawful discrimination, hate speech, or targeted abuse based on protected status;
• Contains pornography, sexual exploitation, child sexual abuse material, or content sexualizing minors;
• Encourages suicide, self-harm, unlawful violence, terrorism, or criminal activity;
• Contains malware, viruses, malicious code, credential theft, phishing, or attempts to compromise the site or another person’s device or account;
• Infringes copyright, trademark, trade secret, privacy, publicity, or other rights of another person or entity;
• Improperly discloses legally protected, sealed, confidential, classified, privileged, or unlawfully obtained information;
• Improperly identifies, impersonates, or falsely claims authority, credentials, employment, affiliation, rank, title, or status;
• Contains spam, flooding, repetitive posting, advertising, solicitation, commercial promotion, or unrelated promotional content without permission;
• Interferes with another user’s ability to use or enjoy the site;
• Attempts to evade moderation, bans, account restrictions, technical restrictions, or security controls;
• Attempts to access another user’s account or any non-public portion of the site without authorization;
• Encourages or assists others in violating these Terms and Rules.

Law Enforcement Discussions, Allegations, and Public Officials

This site permits discussion, commentary, criticism, opinion, and debate concerning law enforcement agencies, public officials, public employees, public affairs, government operations, workplace conditions, misconduct, discipline, investigations, media reports, elections, unions, leadership, policy decisions, and related matters.

Users may discuss matters of public concern, including allegations, rumors, internal controversy, workplace issues, and media-covered events. However, users remain responsible for what they post.

Posts naming or identifying private individuals, individual officers, deputies, troopers, agents, dispatchers, civilian employees, or other non-public figures in connection with alleged misconduct, criminal conduct, corruption, dishonesty, sexual misconduct, abuse, policy violations, professional misconduct, or similarly damaging allegations may be removed unless supported by a reasonable factual basis, public reporting, official records, public proceedings, documentation, or other context deemed sufficient by staff.

Greater latitude may be given to discussion involving public officials, political candidates, agency heads, command staff, public figures, matters already reported by the media, public records, public proceedings, or matters of substantial public concern. Even then, users may not knowingly post false statements of fact or use the site for unlawful harassment, threats, or abuse.

Opinion, rhetorical hyperbole, satire, criticism, commentary, and debate may be permitted when lawful and appropriate, but labeling a statement as “opinion” does not protect a user from responsibility for false factual assertions.

Investigations, Internal Affairs, Leaked Materials, and Sensitive Information

Users may not post content that is unlawful to possess, unlawful to distribute, or prohibited by court order, statute, confidentiality obligation, privilege, protective order, sealing order, or other legal restriction.

Discussions concerning active criminal investigations, internal affairs investigations, disciplinary matters, officer-involved incidents, personnel matters, body-camera footage, reports, screenshots, internal communications, or other sensitive materials may be restricted, consolidated, edited, removed, or closed at staff discretion.

If an investigation or incident has already been publicly reported by the media, disclosed in public records, discussed in public proceedings, or otherwise lawfully placed into public discussion, the site may permit limited discussion subject to moderation. Staff may limit discussion to a single thread or forum section when appropriate.

Users should not post content that could unlawfully interfere with an investigation, endanger a person, expose a protected victim, reveal protected juvenile information, compromise officer safety, disclose confidential informants, identify undercover personnel, or violate a legal duty.

Posts suggesting, demanding, or attempting to improperly influence discipline, punishment, prosecution, employment action, or official outcomes may be removed at staff discretion.

Personal Information and Doxxing

Users may not post personal information of another person where doing so is unlawful, threatening, harassing, intended to intimidate, or likely to create an unreasonable safety risk. Personal information may include home addresses, personal phone numbers, personal email addresses, Social Security numbers, financial information, medical information, family-member information, private photographs, private account credentials, or similar non-public information.

This rule is not intended to prohibit lawful discussion of public officials, public employees, public records, public proceedings, newsworthy events, public information, official contact information, agency-issued information, or matters of legitimate public concern. Staff may determine, in their discretion, whether a post crosses the line into unlawful harassment, intimidation, or improper exposure of personal information.

Moderation

All content submitted to this site may be reviewed, filtered, approved, rejected, edited, moved, merged, restricted, locked, hidden, soft-deleted, hard-deleted, or otherwise moderated by staff or automated moderation systems at any time, with or without notice.

We reserve the right, but not the obligation, to monitor, review, moderate, remove, restrict, edit, or preserve any content or activity on the site. We may take action for any reason, including violation of these Terms and Rules, legal concerns, privacy concerns, operational concerns, user safety, abuse prevention, defamation risk, copyright concerns, spam prevention, or the overall health of the community.

Moderators and administrators have discretion to enforce these Terms and Rules. Moderation decisions are not required to be identical in every circumstance. Context, posting history, user status, prior violations, credibility, documentation, severity, legal risk, and community impact may be considered.

Moderators are authorized to act only within the authority granted by the site. Unauthorized mass deletion, unauthorized modification, unauthorized access, sabotage, destruction of content, or misuse of moderator privileges is prohibited and may result in removal of moderator authority, account termination, preservation of evidence, civil action, criminal referral, or other appropriate action.

Moderator identities, internal moderation discussions, moderation tools, moderation logs, staff procedures, and internal site operations may remain confidential.

AI-Assisted and Automated Moderation

This site may use automated tools, artificial intelligence systems, spam filters, abuse-detection tools, keyword filters, reputation systems, and other technical measures to assist with moderation, security, and site operation.

Automated systems may flag, restrict, hold, reject, remove, hide, soft-delete, hard-delete, or otherwise act on content or accounts without prior notice. Human moderators may not have seen, reviewed, approved, or known about content before it was removed or restricted by automated systems.

Removed content may not be recoverable. The use of automated moderation does not create any obligation to monitor all content, preserve all content, restore content, explain moderation decisions, or guarantee that objectionable content will be detected or removed.

Accounts, Registration, and Passwords

Registration may be required to access certain features. When registering, you agree to provide accurate information and to maintain the security of your account credentials.

You are responsible for all activity occurring under your account. You agree not to share, sell, transfer, or misuse your account. If you believe your account has been compromised, please contact us.

We may suspend, restrict, disable, or terminate any account at any time, with or without notice, for rule violations, abuse, security concerns, suspected evasion, legal concerns, or other reasons determined by staff.

Content License

You retain any rights you may have in content you submit. By submitting content to this site, you grant the site a non-exclusive, worldwide, royalty-free, perpetual, irrevocable license to use, host, store, reproduce, publish, display, modify, adapt, excerpt, distribute, remove, and otherwise make available that content in connection with the operation, promotion, moderation, preservation, archiving, and administration of the site.

No Confidential Relationship

Do not submit content that you consider private, privileged, confidential, legally protected, or sensitive unless you are prepared for that content to become publicly visible. Copyright and Intellectual Property

Time Limit for Claims

To the maximum extent permitted by law, any claim or cause of action arising from or related to the site, these Terms and Rules, or your use of the site must be filed within one year after the claim arose, or it is permanently barred.

Termination
